DIPLOMATIC AND POLITICAL RELATIONS BETWEEN UKRAINE AND AFRICAN COUNTRIES AT THE PRESENT STAGE

Due to a number of objective and subjective circumstances, Africa has remained virtually ignored by Ukrainian diplomacy and politics since Ukraine declared independence: in 31 years, Ukrainian presidents have visited only 3 African countries, and Ukrainian embassies were opened in only 10 countries. Throughout the years for almost a quarter of African countries, contacts were limited to formal correspondence. After 2022, Ukrainian foreign policy towards Africa became more active: 8 embassies were opened; a number of official visits and telephone conversations took place at the highest level, some for the first time since independence; African states supported a number of pro-Ukrainian initiatives, etc. At the UNGA level, Cape Verde, Liberia, and the Seychelles vote most consistently in favour of resolutions on Ukraine, while most of the resolutions we reviewed were not supported by African states. Political interaction between Ukraine and Africa remains at a fairly low level, both due to strong opposition from Russia and China and existing stereotypes, and due to insufficient opportunities for Ukraine to convey truthful information, including about Russia's genocidal policy and the consequences of its violation of international norms and principles, and its refusal to use its share of the Soviet legacy in Africa. To improve diplomatic and political relations with African states, Ukraine must show itself as a predictable and reliable partner and an integral part of the democratic world; convey clear messages (territorial integrity, dignity, anti-colonialism, etc.); take into account local characteristics and the regional context; intensify interaction with regional leaders; and strengthen its economic, informational, and cultural presence. Although diplomatic and political interaction with African states after 2022 is unprecedented since the declaration of independence, it still does not match the mutual potential.
