PARTICIPATION AS A FACTOR OF TERRITORIAL COMMUNITIES' DEVELOPMENT UNDER DECENTRALISATION: THEORETICAL SUBSTANTIATION AND LOCAL PRACTICES OF KHARKIV REGION

The article is devoted to studying the role of citizen participation as a critical factor in the sustainable development of territorial communities under decentralisation, which is taking place against the backdrop of security challenges and the need for post-war reconstruction. The purpose of the study is the theoretical substantiation of the role of participation as a factor in the sustainable development of territorial communities under decentralisation and the situational analysis of local practices of public participation using the example of Kharkiv Region. Under the conditions of war, public activity in Kharkiv Region has acquired a pragmatic, existential character, shifting the focus to ensuring resilience and recovery. External pressure from donors (e.g., Mercy Corps) creates a mechanism that compels local authorities to initiate transparent and participatory processes to obtain critically important funding, which corresponds to the “Partnership” level according to the Arnstein model. The analysis revealed a wide range of initiatives: from institutional delegation of powers (financing of self-organization bodies in Chuhuiv, “Delegation/Control” level) and crisis activism (creation of resilience hubs in Balakliia), to manifestations of institutional formalism (focus on symbolic measures, such as maintaining Boards of Honor, the “Manipulation/Therapy” level). The study confirms the shift in community trust from institutional authorities to informal actors (public organizations, activists) who are capable of providing critically important services quickly and efficiently. The case of the Krasnokutska territorial community demonstrates high institutional readiness and the application of high standards of participation in strategic management. Community involvement in the development of the development strategy with the support of USAID HOVERLA, which includes mandatory surveying of residents and entrepreneurs, corresponds to the highest levels of “Partnership” or “Delegation”, as residents participate in the formation of key priorities. The model’s effectiveness is confirmed by cooperation with the local NGO “Green Art Tour”, which takes over the actual project management, including in the fields of volunteering and humanitarian demining, which also indicates the achievement of the “Partnership/Delegation” level.
