ОСОБЛИВОСТІ ТА СПРЯМОВАНІСТЬ ЗАХОДІВ ВІДНОВЛЕННЯ ІЗЮМСЬКОЇ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ: ОСНОВНІ ЧИННИКИ ТА ПРОБЛЕМИ

Досліджено особливості та спрямованість заходів відновлення деокупованих територій, основні чинники та проблеми, зокрема на прикладі Ізюмської територіальної громади в умовах продовження військової агресії. Науковий дискурс щодо повоєнного відновлення українських міст і територій розглянуто через призму визначення системи заходів розвитку, її складових та імплементації у систему планування розвитку території, привнесення нових інструментів планування та зміни підходів до застосування відповідних традиційних інструментів. Дослідження спирається на підходи суспільної географії, які розглядають територіальну громаду як складну соціально-просторову систему. Здійснено аналіз наукових підходів до розуміння особливостей повоєнного відновлення для дослідження місцевого розвитку та планування розвитку території. Визначено ключові запити деокупованих громад Харківської області щодо руйнувань, бачення напрямів та найбільш нагальних проблем відновлення деокупованих територій. Довготривала масштабна війна призвела до масштабних руйнувань, тривалої окупації окремих територій, зруйнувала логіку та логістику економічного розвитку окремих територіальних громад та регіонів. Висвітлено основні особливості та характеристики деокупованих територій України, основні інструменти планування і управління відновленням. Відновлення деокупованих територій та переосмислення розвитку територіальних громад потребує застосування сучасних підходів та інструментів. Система планування відновлення територіальних громад дозволяє уникнути розбалансування ключових складових розвитку, використати переваги просторового розвитку та узгодити інтереси найбільш зацікавлених сторін залучених до процесу відновлення деокупованих територій в Україні.
